what about change SETUP.exe' name to autorun.exe?

the issue is
if both SETUP.exe(the one launched to install xp) & SETUP.EX_(the one in control panel to add/remove xp components) exists in i386....... SETUP.exe will be compressed to setup.ex_ and ... the original setup.ex_ missing.
----> for some combined xp discs, the disc maker may move SETUP.exe which is originally in the CD-Root to I386, and build an customed SETUP.exe(autorun in fact) in the CD-root....

This behavior is by design. If both are required in the source in the same directory then the moved file should be renamed.
